Measure EE ($98.00 Annual Parcel tax)

Measure EE was a ballot measure in Pacifica School District that was approved by voters in November 2024. It authorizes the district to levy a special parcel tax of $98 per parcel for a period of eight years. This tax is intended to support various purposes. Essentially, Measure EE is a renewal of a previous parcel tax that was set to expire. The funds raised by the tax are intended to stay local and will not be used for administrator salaries. The measure also includes provisions for senior citizen exemptions and independent citizens' oversight.

The stated purposes of the proposed parcel tax are to: Attract and retain highly qualified teachers and staff; Enhance District math, science, history, reading, and writing programs; Upgrade and support computer and instructional technology for student learning; Enhance music and art classes; Maintain dedicated literacy instruction to help struggling students read at their grade level and provide additional support for struggling students in all subjects; Provide school counseling services and health services, and support at-risk students; Support outdoor education and after-school and enrichment programs; and Provide competitive compensation for teachers and school employees.

Why this matters:
The district and board members worked closely with the Measure EE team to ensure it would pass. They knew this was to replace an expiring parcel tax (which was about $108/annual). At the same time, the district also knew of the budget challenges. They foolishly missed an opportunity. Now, they will have to put a NEW parcel tax on the ballot for 2026 to replace the expiring one, and repeat all the work again, as well as engage outside vendors and garner voter approval. It would have been wiser to ask for Measure EE to start in 2026, and combine the two amounts to $200.00. They also have to pay for this addition to the ballot.

In all the outreach and brochures published, Measure EE maintained a strong selling point to the taxpayors, that Measure EE can help increase teachers salaries. Yet the actual ballot measure included far more uses for the funds. This is deceptive. Unions have been speaking up as they have not receives any increases in salaries yet.

Let's bring leadership to the Pacifica School District. Recall for a reason. Recall the PSD Board.

Measure G in Pacifica refers to a $70 million bond measure, approved by voters on March 5, 2024. The bond funds may be used to improve school facilities, ensure access for students with disabilities, and construct local affordable housing for teachers and staff.

Specifically, Measure G funds can be used to:

Update aging classrooms and science labs:
This includes improvements to heating and electrical systems, as well as repairs to storm drains, gas lines, and sewers.
Ensure access for students with disabilities:
This involves updating or expanding special education programs and providing appropriate technology.
Equip all schools with 21st-century learning technology:
This includes providing necessary technology for modern curriculum and learning.
Construct local affordable housing:
This aims to address the teacher and staff housing shortage in Pacifica, helping the district attract and retain qualified personnel.

The bond measure is a general obligation bond, meaning the revenue will be used for specific school improvements and not for salaries or pensions. An independent citizens' oversight committee will ensure funds are spent as intended. Currently, this oversight committee is not well attended. Though the board is required to remove people who do not show up for the regular meetings, they have allowed the committee to dwindle without recruiting others or talking about them.

The Bond Project List (below) lists the specific projects the eistrict proposes to finance with proceeds of the bonds. This list is longer than what was posted on their website, leading to questions on transparency.

Roof repair/replacement (including, but not limited to, covered walkways,

canopies, and covered entries).

General refurbishment (including, but not limited to, flooring, walls, ceilings, facades, entries, painting, and signage for classrooms, multipurpose rooms, libraries, labs, offices, portables, restrooms, administration buildings, staff rooms, board rooms, break rooms, workrooms, facilities, maintenance and operations shop, and/or common areas.
Acquire/construct local affordable workforce rental housing and/or other housing for teachers and staff.
Furniture/equipment upgrades (including, but not limited to, classroom multipurpose room and office/administration furniture/equipment, kitchen furniture/equipment, technology equipment).
Structural upgrades.
Electrical systems upgrades/replacement (including, but not limited to lighting and climate controls, renewable energy improvements).
HVAC upgrades/replacement (including, but not limited to, climate control for data/telecommunications hubs).
Restroom upgrades/additions.
Upgrade/construct classrooms (including, but not limited to, band rooms, multipurpose rooms, gymnasium and a performing arts center).
Plumbing upgrades (including, but not limited to, hydration stations, drainage systems, sewer systems, sinks, toilets).
Landscaping / landscaping upgrades (including, but not limited to, play structures, parking lot and hardscape, parking lot circulation, field irrigation, athletic tracks and fields).
Security upgrades (including, but not limited to, window and glass-door coverings, door lock retrofits, perimeter and access improvements, security and fire-alarm system upgrades, emergency exits and exit ramps).
Replace portable classrooms with modular classrooms.
Acquire real property.

Why this matters:
This bond on it's own is great, but conisder this:
The district, with many of the same board members, have been planning workforce housing since 2013. It has been 12 years in the making, and bonds were pulled just recently, at a time when interest rates and construction materials are sky high. Additionally, the project is already delayed!

The district has strongly indicated they would like to use $7 Million Dollars of this bond money towards construction of a new office.

The website maintains the funds would ONLY go to schools.

Of the $70 milllion dollars, $55 Million has been allocated to workforce housing (since January 2025). This leaves only $8 Million for our kids school building improvements/maintanence.

We don't like that the Pacifica School Board had written in the last line of "Acquire real property". Our school board is not here to be landlords or developers. They are here to help steer our school district. This seems like it could have been a blank check!
